This is correcting something which is introduced in 3.8 and I think this is
required for 3.8-stable.

Ah, 3.7 already did go through the uapi conversion, but didn't have the
patch that actually made us include the epapr_hcalls.h header. So yeah,
this was really only broken in 3.8. Fun.
