Move KReSFormat class to Jersey

The eu.iksproject.kres.api.fomat.KReSFormat class uses
javax.ws.rs.core.MediaType, hence implying Jersey dependencies in the API
module, that would otherwise not be needed. The class is best moved to the KReS
Jersey bundle, as it is the only one using it.
The eu.iksproject.kres.api POM should be refactored accordingly, not to include
these dependencies.
