+1 for suggestion number 2, as it might be impossible to come up with a meaningful renormalization to [0..1] for some scores (such as fulltext index derived scores).
A new semantic-context relevancy score might be interesting for some annotations (entity links and topic assignments) but cannot be generalized to any kind of annotation such as entity type occurrence assignments which are roughly semantic-context independent. -- Olivier
