I'm not sure if this is exactly equivalent to the procedure suggested by Rupert however I managed to activate the engines using the web interface, from {stanbol-host}/system/console. From the boundle tab (the first one in the console) I selected the install/update button choosing the jar contained in {stanbol-trunk}/enhancer/engines/celi/target and then I selected the refresh packages button on the same tab page.

Once the engines are active there is a set of 100 request per day per IP address that doesn't require an authentication. A license key is needed for having more accesses to the services but the licenses are free for research purposes (contact me if you are interest in having a license). In order to configure the license key, from {stanbol-host}/system/console and selecting the 3 tab Configuration and setting the license key(s) for the desired CELI engine(s). The license key consists in the string {username}:{password}
