We've been contributing full-mode ICE support (currently updating to
ID-17) to the NICE project (LGPL/MPL):

There is no TURN support yet, but otherwise the implementation
is pretty complete.

New contributor/testers are very much welcome (please contact me off
list if you are interested)!

As for other open-source implementations, I know at leat PJSIP (GPL) has
ICE support (interoperability testing between PJSIP and NICE still
a pending task). If there are other implementations out there, let
us know!
