Working towards an implementation of ICE with Jingle, the definition of
ufrag and pwd don't seem to match between XEP-0176 and ICE CODE. ufrag
and pwd are defined per candidate in the XEP, but seem to be per stream
in ICE-19. Section 15.4 says "The "ice-pwd" and "ice-ufrag" attributes
can appear at either the session-level or media-level." Should they be
moved to attributes of the transport or content element describing a
stream, rather than being specified per candidate?
