'If an entity supports receiving the attention extension, it MUST advertise that fact ...' into 'If an entity wishes to receive attention extensions, it MUST advertise support for the extension through disco' Supporting it doesn't mean you advertise it, which only becomes clear lower in the xep. cheers, Remko
