[Standards] Pubsub namespace consistency

Is there some reason why the <pubsub/> element (XEP-0060) for creating a 
node is listed in the regular pubsub namespace, 
http://jabber.org/protocol/pubsub , but all other owner-related pubsub 
actions are in the pubsub owner namespace, 
http://jabber.org/protocol/pubsub#owner .

And while I'm asking, should the subscriber and publisher actions be 
distinguished by namespace if the owner ones are?
