Just because XEP-0047 doesn't specify discovery of support for the "http://jabber.org/protocol/ibb" namespace, does not mean that you can't use disco. It just means that we left it out of the spec. :) (In fact, many of the early specs probably still need to be reviewed and revised so that they mention things like entity capabilities, various security considerations, and yes even service discovery -- but that's a big job for which I've never really found the time.) However, if you are doing Jingle file transfer then I think you'd simply advertise support for the "urn:xmpp:jingle:transports:ibb:0" namespace.
