StartCom is the issuer of the ICA that was being used previously, and they are now in all major browsers including IE.
I should clarify, StartCom still issues XMPP certs.

Also the statement about browsers is from a admittedly windows biased point of view; since integration with the windows certificate store for any software means you get the trust (or lack of trust) that IE shows. Thus if IE trust it, most windows programs will, and conversly if IE doesn't show it as trusted, most applications won't.
