disconnection (etc.) - but the lack of a<received/>  doesn't imply
that it *was* lost (there's a chunk of text about this in 184 at the
moment).

The XEP is useless if a client announce it supports the XEP but decide to not reply. So except if <received/> iq is lost, I don't see any reason to not receive the reply.
