Of course, on reflection this isn't really the case at all - User Tune and other such PEP information is account-centric, and so wouldn't affect resource-locking anyway - unless we really think that if you've suddenly become grumpy, we may need to start bothering you on your mobile phone instead.
I'm not sure what the word for excess hyperbole is, but I think I may have been guilty of it there. :-)
