Possible, but not something for the XSF to do directly; we could talk to the IETF about it of course, though.

My suggestion was just to bypass the whole thing, and run account registration as a well-known ad-hoc command node available to anonymous users.

Then it becomes something that some existing clients can do instantly, and it's relatively easy to add in a streamlined way to others.
