At this time, the XSF Council does not accept the Proto-XEP DMUC3 <http://xmpp.org/extensions/inbox/dmuc3.html>. It is extremely similar to XEP-0289 <http://xmpp.org/extensions/xep-0289.html>, and the council needs an explanation of why a new protocol is needed instead of using, and potentially updating, XEP-0289.
