Clarification:
There is a potential confusion on how a sender can turn on/off real-time
text:

-- Turning on/off advertising of support for RTT (i.e. Section 5)
(WRONG way to turn off a RTT conversation. Violates accessibility.)

-- Turning off real-time text should simply be construed as "stop sending
<rtt/>, stop displaying incoming <rtt/>"
(correct way to turn off a RTT conversation.  Compatible with
accessibility.)

I will find a place to mention this in the spec, perhaps as a single
sentence or two at the bottom of Section 5 to clarify this distinction.
