This is a very good point. Let me clarify.If you send <iq/> stanzas to a user's bare JID, these are to be handled by the server on behalf of the user. It makes sense that the server just responds with its view on time. However, if you send it to a specific resource, the stanza should be handled by a client, hopefully giving you its view on time instead.
