Possibly not - XEP-0198 allows for a logical session to continue despite
the TCP layer closing. I think a server that knows it can still contact the
client and have the session reconnected would be likely to keep the
presence available for much longer.

Oh, for sure. We're talking about several interrelated problems, which is
why i'm suggesting addressing them with several interrelating toolbox-style
extensions.
