Ok. What about the Time Zone field in vCard? In combination perhaps with 
XEP-0292, or historical XEPs?

It sounds as if the use case you describe is closely related to user 
information in general (and hence vCards).

Hi Peter,

It is, but I have often wanted to put something along the lines of "Steve is in 
Califonia, he is 8 hours behind you". I could in theory publish the location 
and time zone independently but this isn't great if they actually linked.

That is, if specifying a timestamp, XEP-0082 requires a Time Zone definition 
according to the DateTime profile.

Although I agree that this should be an XEP in its own right, the user's 
timezone is often tied to their location so would it also be useful to add a 
timezone element to XEP-0080: User Location as well?
