Sounds good. One reason to update 0220 -- either as a XEP or an I-D.

One question that came to my mind: that is limited to telling the initiating server that it can not add a new domain?

Protocol-wise this might also be used for "ok, i am handling too many traffic now, can you offload cogswell-cogs.example please". This would be somewhat attractive, since you can reject based on actual traffic rather than number of current domain pairs.

But I doubt codebases would handle a step4-error without an associated step1 request correctly.
