of our problem before was that we said we would update the suites yearly, and
that turned out to be a bother. I suggest that we update them only when there
is a material change to be made. Clearly XEP-0270 needs to be superseded,

Yes, if only because 0270 requires 3920 + 3921 which have been obsoleted.
We've had http://xmpp.org/extensions/xep-0302.html but for some reason
that never made it to draft.
