You could ask the authors of the XEPs about the reasons why there are in
a "development-not-recommend" state. I'm also interested in this
information, since I'm a big fan of XMPP based whiteboards (and
collaboration in general).

The basic problem is that the people who were working on XMPP-based whiteboarding lost interest or got busy with other things. XEP-0284 (Shared XML Editing = SXE) was the last spec that folks were working on.

There was also some political wrangling at the time because some people were in favor of another approach and didn't like SXE. But those people aren't involved in our little community anymore, and in any case we need to find the best technical solution.
