Did you see https://tools.ietf.org/html/draft-ietf-stox-media-07 which
describes Jingle<->PSTN gateways (assuming the latter speaks SIP)?

If you care about that work, please post to the [email protected] list. I'm not sure if the STOX WG has the energy to publish it as an RFC, but expressions of interest would help us decide.
