3) Should we request IANA register 5223 and 5270 as default ports?
I may sound like a broken record but I don't see why servers can't do TLS and starttls on the same port. jabberd1 has showed how to do that at least since 2004. Basically the server peeks at the first byte which is either 0x16 (for tls 1.0 records) or '<' for xml and decides what the client wants to do based on that.
