Example 12 and 13 in XEP-0357¹ use the (bare) user JID for publishing notifications. Is there a reason not to use the server JID instead? As the server is the publishing entity, this would seem more natural to me; and it would avoid leaking the user JID to the app vendor (if it wasn't already leaked during registration).
The XEP text doesn't mention the 'from' attribute, as far as I can see.
