I think the push behind the Spam Reporting XEP is to allow the server admins who are not in the lucky position of getting spammed already, to have a look at the spam messages and to adjust their global spam filters. If there is a sufficiently short cycle between reporting and stopping that kind of message server-wide, this might become a good tool in our ongoing fight, even with spammers using throw-away JIDs.
