I believe this is an improvement over vcard-temp.

Especially with XEP-0084 becoming more popular recently, it seems
sensible to have a cleaner vcard spec that can be separate from the
avatar.

Yes

Prosody includes a vcard-temp - vcard4 translation layer.

The XEP says that vcards are public, but I note that if the data is
stored in a PEP implementation that supports access models, then the
user can control whether their vcard is public, contacts-only etc.
