Kind of. XEP-0001 is a bit weird on this, since I’m not sure it is (or should 
be) the Editors job to find out when a XEP is ready for Final. As the Editor, 
I am more comfortable to get guidance from Council on this. As Council Chair, 
I prefer to ask the members before I put out orders/requests in the name of 
Council.

So, yes, this is *indeed* what has happened. Except that some of the round 
trips weren’t public because they happened in my head. This is probably not 
ideal because it’s then not clear to observers and, indeed, fellow Council 
members what’s actually going on, and I need to take care to more clearly word 
the vote subjects.

I take Daves comments as endorsement of the general motion though and will 
process this accordingly on the Editor side of things.
