Yes and no. It converts between two storage backends for a
soon-to-be-outdated version of Bookmarks.

Bookmarks 2.0 not only replaces Bookmarks 1 but also defines its own
conversion methods between 1.0 and 2.0 as well as the different
backends for 1.0

Nonetheless Bookmarks 1.0 is still pretty actively used while
Bookmarks 2.0 still has some hurdles (pep max items etc)

Putting my council member hat on for a second:

Council, given some decent feedback for 0411, would like to advance
this but also deprecate this in a not too distant future in favor of
Bookmarks 2.0

Otherwise I'd probably retract this as this author.
