* New ProtoXEP: Content Rating Labels

Sam would like for XEP-0280 (Message Carbons) to be considered for advancement 
again soon - Jonas suggests poking the authors to ask the Editor, as with MAM.

Daniel asks whether there are best practices for adding new elements in the 
same namespace, as there was a similar case for rtcmux recently - Jonas thinks 
the general consensus is "don't"; Dave says that if it's an optional element 
then it's technically breaking XML namespacing rules, but thinks it should be 
fine pragmatically.
Zash ponders whether this ought to have been discussed on the list first - Dave 
was going to raise this too; Jonas had conveniently forgotten that rule, and 
this PR wasn't even originally on the agenda.
Daniel thinks the PR is probably fine and doesn't see it breaking anything in 
practice, though the proper solution should be to put this in a new namespace - 
Dave thinks that's more pedantic than proper (namespace bumps are to prevent 
interoperation failures, which this presumably shouldn't cause - it should be 
safe to omit this element, and to ignore it.) Zash thinks the general principle 
of ignoring unknown elements should make this fine without a namespace bump.
Zash is irked by the (less visible) discussion on GitHub, rather than on the 
list. Jonas thinks raising it on-list would be good, especially as it relates 
to Jingle. Dave is also irked and would prefer it were run past people on-list 
first.

Zash is particularly impressed by the extensive plain-text compatibility 
conversion algorithm (§4.1) - Dave thought it seemed overly simplistic and even 
misses some key cases.
