Currently a lot of clients use one tiny piece of XEP-0013: Flexible
Offline Message Retrieval to purge offline messages and stop them from
being sent when that client will use MAM to retrieve messages anyways
(and therefore doesn't need the offline messages).

However, this feels like a bit of a hack. Disabling offline messages
probably shouldn't be required at all if you're using MAM, or doing so
shouldn't rely on one tiny part of an old XEP that's no longer used.

Bind 2.0 (XEP-0386) also implements this functionality, so that's one
option. Alternatively, we could move this functionality into MAM, or
find a way for the server to detect MAM and just implicitly disable
offline messages. And of course all of this could be in a new XEP if
necessary.

Any thoughts on what should be done here?
