Thinking about this more I wonder if client authors would have a use for
a disco#info node that returns the list of supported reporting reasons?

Similarly, if we're going to do that, maybe clients don't need to know
anything about reporting reasons and the server can return the ones it
supports (along with a human readable name) and clients can just display
that. This would get rid of the need for the registry and each server
could just do whatever it wanted.

Thoughts?
