There's nothing wrong with this, excepting the problem that it introduces
yet another mechanism for referencing one message from another.

It would be nice if Council could figure out a single mechanism for this,
though I know this is a spectacularly thankless task.

If/when published as a XEP, it'd be nice to include that "fake" replies,
which mis-quote the original in order to cast the original author in a bad
light, have been seen in the wild on occasion. Personally, I would always
avoid including a quoted section, fallback or not - clients handling this
as a normal message aren't much more disadvantaged than they were before,
but are subject to this mis-quote attack.
