I think the intention of the change is reflecting what everyone’s doing anyway, so from that point of view seems fine. The SHOULD could maybe benefit from an example of where it might be inappropriate, as it sometimes is - e.g. if one of the newly provided values conflicts somehow with an elided value the sensible thing could be for the server to reset the elided value to default (or another value). This could also be done by not making in normative, but just stating the intention that the client isn’t trying to change elided values.
