Even if multiple items may be published or retracted within one
request, event notifications could still be sent out for each published
or retracted item. But that should be clarified by the specification.

The primary reason for the discussion to get rid of batch processing is the more complex error handling. E.g. what happens if you try to publish three items and one is not acceptable? Do all of them fail or not?

So I would do the following:

1. When publishing or retracting items, only provide one item at a time.
2. When receiving notifications, be prepared to handle multiple items.
