I'd like to request that the council reconsiders its previous
decision[1] not to advance XEP-0334.

Rationale: It has many implementations, and other further-advanced
XEPs already make use of it - e.g. XEP-0280, XEP-0353, XEP-0424 (this
may be an incomplete list). From this I believe that it is
successfully serving a purpose, and filling a gap in the protocol.

As I understand it, the veto from Council in 2021 was based on the
fear that the XEP was not sufficiently limited in scope, and would be
extended with a growing list of hints. That has not happened - the
last (and only) added hint was in 2015.

There have also been discussions that there may be better solutions we
could work on. Personally I have hoped that the currently-vague "IM
NG" will make this XEP redundant. However, advancing this XEP from
Deferred to Stable will better reflect its current status, and will
not prevent us from working on alternative solutions in the future.
