When you slow down the chat, you slow down everybody. I imagine not slowing down members is not useful in this situation also because there may be thousands of members.

Some Twitch channel can define "VIP" users, that are not subject to certain rules. I thinks VIP are not affected by the slow mode.

Such option seems a good idea. (the member affiliation could be used as an equivalent to the VIP status)
