Arguments over gitberghutlabejo aside, I believe Florian's veto is predicated 
on direct email submissions no longer being an option.

The current wording reduces to "use GitHub or publicly beg someone else to do 
that for you;" the XSF has always accepted email submissions (if only because 
this was initially the only practical solution) and to rule it out now would be 
both limiting and discouraging.

So, acknowledging the additional overhead for editors in processing email 
submissions, a possible rewording might be:

• XEPs should be submitted via a GitHub Pull Request that adds the XML file 
(and changes no other XEPs) to the "inbox" directory. (See <link 
url="#maintain">below</link> for a typical working pattern.)
• Contributors without a GitHub account are advized to request help from the 
community in the XSF MUC (x...@muc.xmpp.org) or via email to the &SSIG; 
(standards@xmpp.org).
• If neither of the above submissions options are possible, an email submission 
may be sent to the &EDITOR; team (edi...@xmpp.org) with the subject containing 
the word "XEP". Note, however, that this causes additional work for editors and 
therefore may result in a delay in processing.
