No, subscribers are asked to quote selectively because (1) some people
around the world still pay per minute or megabyte, (2) it keeps the
digests from getting cluttered, and (3) it's simply considerate to only
quote the part of the original message you're replying to.

The list server accepts postings up to 10K in size and digests are sent
out at 30K. We set this limit years ago was yet another way of keeping
spam off the list and a way to reduce the likelihood of anyone sending
attachments. Even though we've moved to a new server that blocks
attachments and requires subscription confirmation (to keep the spammers
out), we have retained the 10K message limit so that the digest will
contain more than a single email.
I can change the ceiling if you let me know in advance that you'll be
sending an oversized posting to the list, but it's rarely necessary to
post anything in the 10K range.

Don't "typeset" your postings. learn how to use plain text email. Most
email clients can be set to break lines at 70-75 characters before or
while sending the email, which would prevent the list server from
"screwing up" your postings. Learn to work with the good old-fashioned
email standards -- the lowest common denominator we use on the lists so
that the most users can benefit from them.
Also, you can't send attachments, so there's no way to append a drawing
or photo when posting to the list. There are several reasons for this,
including the fact that attachments may carry viruses, not all email
clients can display images, and it's unlikely that the 200+ members on
the list would all want/need/benefit from the attachments.
And then there's the whole issue of digests -- how would anyone keep
track of things or how would we even be able to manage digests that might
come through with a dozen or more .vfc files and other types of
attachments?
The list is very deliberately set up the way it is so that everyone --
even old farts like the list mom with Claris Emailer who reads digest
mode -- can benefit from it.
