Go here, you'll find a variety of web servers for the Mac (freeware,
sharware, and commercial): http://www.pure-mac.com/server.html

Mac OS from 8.5 onwards also comes with Personal Web Sharing, and you can
just use that.

You would not initally have a domain name (such as www.mysite.com), just
an IP address, so people could only reach you as something like
http://130.205.12.38/, whatever internet address you were assigned by your
ISP when you dialled up the connection, and it would change every time
you re-connect (like when you restart). A service called dynamic DNS would
help you; you get an address with a dynamic DNS provider, such as
http://yourname.dyndns.org/ and every time you connect, the Mac sends that
service your new IP address (such as 130.205.12.152) and they update their
records, so when people connect to yourname.dyndns.org, they get the new
address this time.

I've never used it, only read about it, so try the dynamic DNS
organisations listed there to find out more about the service.
