FWB's Hard Disk Toolkit used to allow switching that way. You'd hold down 
the Command + Option + Shift + "E" + the number of the partition at 
startup. Real good finger exercise.

They used to often be packaged software with many HD's but have lost 
popularity since they didn't seem to have enough features for the price 
after Apples Drive Setup became more useful. They're about $80 for the 
full version, now. I'd double check if they still have the partition 
switching feature.

I do miss the startup advantage.
