Apple Drive Setup does not recognize all models of all makes of 
drives.  You can work around that by using ResEdit but I don't think 
it is worth the trouble.  For more info check this old web site.

It is out of date but the idea is there.

I would suggest you use Hard Disk Speed Tools or any other good 
formating utility.  If you do this be certain you use the same 
utility on all your drives.  Hard Disk Speed Tools is good for this 
because it allows you to take over a drive without initilizing.
