Hardware. The floppy drive software is in ROM, not a part of the System 
folder.

Yep, do that. Then you'll know for sure. There are only a few different 
floppy "styles". Perhaps they differ in mounting, but all Mac floppies 
use the same connector. Look for something of the same vintage, Mac or 
clone, for a replacement.
