Usually this means that the apostrophes and quotes were typographer's or
"curly" quotes which browsers don't understand and so you see the strange
characters. You need to use the plain straight quotes and apostrophes.

I would think the Netscape editor would do this correctly, but don't get
me started on Netscape.

You might try downloading BBEdit to edit the pages -- it's a great Mac
text editor and I think they still have a "lite" version that's free.
It's put out by Barebones Software.
