I have itunes 1 and 2 on
the SM and they seem to have different libraries.

Go to iTunes Preferences. At the top of the window there will be a gear looking icon called "advanced". This will allow you to choose the same folder for both versions of iTunes.

Then my wife has a
PBG4Ti400 with OSX and itunes 4. Maybe I should move all the music to the
PB which has Firewire but I like listening to music on my SM too. Can I
move all the music to the PB, load it on a ipod and copy it back to the SM?

iTunes 4 can read the music from the iTunes store as well as any old files you've got but iTunes 1 and 2 won't be able to read some of the iTunes 4 stuff. Some special coding deal that Apple did to keep the music industry happy by limiting file sharing.

How do folks manage itenes on multiple Macs?

Unless you've got all your macs linked on a network so that they can share one library you're gonna have to have a library on each mac. Using the iPod won't be as easy as you think for swapping files back and forth, again because of the limitations Apple placed on itself to suit the music industry.
