Ive recently completed a low format of the HD, and
reinstalled the Starmax OS CD that came bundled with
it.

This machine is a Starmax 3000/240 96MB RAM.

I also have a OS 9 installer disk that is from a
POwerbook (Pismo) but unfortunatly, when i attempt to
run the installer it says that it cannot install it on
my machine and to read the install notes (it mentions
that it may be incompatible with older machines).

I did have OS 9.1 running on it before, but that
involved the use of upgrading from 7.61 to 8 then 8.5
then 9.0 then 9.1

Is there any way of doing this using my powerbook OS
CD?

The CD you have is specific to your Pismo. If you still have the OS 9.0 CD, you can install from that without installing OS 8/8.5. Once you have 9 installed, you can upgrade to 9.1 using the free download from Apple.
