The battle droids have a limited amount of local autonomy, but given the Empire's love of centralized control, it's not a huge surprise that they all fail when that central control is lost, even if it's obviously not a great strategy; remember that the Empire doesn't believe that their control centers can be destroyed, a fact that gets taught to them anew with each movie.
