You as a self-proclaimed "stats freak" :) might imagine that we wouldn't
just simply give a point to each URL in a notice, we'd be smarter about
it. For instance, take a large enough sample of notices and check the
URL to notice ratio and use an arbitrary standard deviation to come up
with what might be considered as a healthy range for URL to notices.

Perhaps.

The point is to derive at a good enough signal to noise ratio for any
user. No particular criteria is more important than the other.

What's the point?
* Discovery of particular type of users
* Measure User's Impact in the community
