Yes, that's how it ~should~ work. Unfortunately, it only ever did
single-sign-on with Facebook. To get notices posting to Facebook, you
have to set up the Facebook canvas application, which is part of the
same plugin, and users have to connect their StatusNet accounts from
within it (see the README).
The good news is that I've written a new plugin that works the way you
describe above, called "FacebookBridge". It's part of 0.9.7, which
should be released soon. My advice is to use that.
