* index.html (Project News): Added news about stdcxx 4.2.0 release.
* download.html (Downloading stdcxx Releases): Added links to
the stdcxx 4.2.0 release. Spelled out month names so as to avoid
date format ambiguities.
Added a placeholder for 4.2.1.
