[PATCH] NEW_THROWS.cpp

  If the operator new doesn't throw exception, #define
_RWSTD_NO_NEW_THROWS
appears twice in config.h file:
- first (//#define _RWSTD_NO_NEW_THROWS) from configure.wsf script due
to zero exit code;
- second (#define _RWSTD_NO_NEW_THROWS) from test printf().
